Due to the sensitive nature of this forum, it employs a different type of moderation than any other forum here at the Public Forum. Anytime someone posts to the K&T forum, that post has to be approved by an administrator or moderator. That's why you'll sometimes find a lag between the time you submit your posts, and the time they actually appear in this forum.

If that's the case, why aren't all metas either?

If that's the case, why aren't all metas either? You're correct. A stands for Administrator and M for moderator. In answer to your question, some metas have chosen not to take on the additional responsibility of being an administrator/moderator here. If any meta would like to become a moderator, they are more than free to ask, and they will be granted the perms.
