First time I've heard the term. Considering the site name and owner looks like an idea to get a term accepted widely for what is currently called a Weblog (or blogging) Network such as, for example, the 9Rules.com group whose member sites are primarily focused on Web Development and related issues.
Interesting that a business should choose to make their domain information anonymous. Not something I personally find encouraging.

I never heard of it, but Google has 181,000 references, and many seem to be on the same subject. e.g. http://blog.thirdage.com/?p=276

blogcarnival.com is a business and I think the OP was just using their FAQ as a handy definition of the term blog carnival. blogcarnival.com really has nothing to do with what blog carnivals are.
A much better look at what blog carnivals are can be found at the Science and Politics blog whose author has written quite a bit about the subject.
It's not a new concept. The oldest blog carnival has been around for about 3 years and since then they've multiplied quite rapidly and cover many topics. Not may outside of blogging circles know about them though. It would be a handy category to add to DMoz.
